My condolences to Viviane and the family. I worked closely with Cyril on the Sentinel program during my time with DFO. He was an incredible asset to the success of the project and his advice, direct approach and genuine concern for those involved won't be soon forgotten. And he was always good for a laugh! Rest in peace friend.

Please accept my condolences on the passing of Former Mayor Dalley. I had the pleasure of serving under his leadership while in the position of Chief Administrative Officer in the Town of Twillingate. I enjoyed our conversations, jokes, and of course his guidance. He was a true gentleman and will be surely missed by his family, friends and municipal colleagues across Newfoundland and Labrador.

Vivian, I am sorry to hear of Cyril's passing. Immediately my memories go to the times he assisted me in my work and the invites into your home after a busy day on the water. There was never a time that he didn't go above and beyond to make sure our projects got completed and with his great sense of humor time with Cyril was so much fun. Please know that you are in our thoughts and prayers and Cyril will be greatly missed

Viviane, please accept my condolences on the passing of your beloved Cyril. I hope that the memories of the many happy times that you and Cyril shared will, in some small manner, help to sustain you during the difficult days ahead.
I first met Cyril in 1992 in the aftermath of the northern cod moratorium and thereafter had the pleasure of working with him on many fisheries-related issues for close to 20 years. During this time, I (and many others) greatly admired Cyril for his honesty, his sincerity, his integrity and his kind-heartedness.
I also admired Cyril for the countless hours of volunteer labour which he provided (often behind the scenes) working on behalf of fish harvesters, fishery workers, his community and his church. But, I most admired him for the fact that he always advocated based on the interests of the people and organizations which he represented and never based on his own self-interest.
Cyril was indeed one of a kind and a true gentleman. Rest in peace, my friend.

So so sorry to hear of Cyril’s passing!
Sending sincere condolences to all the family. Especially my friend Gary.
My memories of Cyril go back to the days when he fished with his dad and I with my Uncle Ralph. It was hard work.
I would spend many of my younger days in Blow Me Down playing ball hockey on the “green”. I remember well Cyril’s mom and dad.
What a magnificent life Cyril had, especially growing up in the “best” generation. And surrounded by so many family and friends.
Rest in peace Cyril. Rest in peace.

Cyril’s Family:We were shocked and saddened to hear about Cyril’s passing! In our view Cyril was a marvellous man,not only because his love of family and church and community but because of the way he could communicate his ideas and feelings about the things that mattered most to him! This in turn led us to some interesting and forthright conversations especially along the Spillers Trail.Wether it was politics, development, tourism,Twillingate or church he was never short of an opinion!so I respected the man and our prayers are for your comfort and strengh as you journey on without his physical presence!Gos Bless!
